The Perry City Council met at its usual time on Monday, July 16 in the Clarion Room inside the Security Bank Building.
Here are three things you may have missed from the meeting:
1. Council approves resolution to submit Iowa Great Places grant pre-application
“Due to a lot of hard work and a great showing from our community, we were once again redesignated as an Iowa Great Place this year,” City Administrator Sven Peterson said.
The redesignation means the City of Perry is eligible for a couple rounds of grant funding through the Iowa Great Places grant program.
The council approved a resolution authorizing the City to submit an Iowa Great Places grant pre-application. The resolution stated that the Iowa Great Places program seeks to recognize communities that take action to enhance their local places while staying true to the qualities that make them unique.
As part of the grant process, the resolution went on, the Iowa Department of Cultural Affairs, Iowa Arts Council and the Iowa Great Places Advisory Board are accepting pre-applications from communities seeking the Iowa Great Places grant funding for eligible infrastructure projects.
Peterson said the resolution does not tie the City of Perry to anything. It does authorize Peterson to submit a pre-application to start the grant process.
He added that the vision board will likely meet to come up with a couple projects to submit for grant funds. The full grant application won’t be due until October or November.
“As Sven indicated, we’ve been redesignated under Iowa Great Places. Well we’ve known we’ve been a great place all along,” Mayor John Andorf said. “But it’s great to have the official designation. Without the great people of Perry, none of this would happen.”
2. Council comments on fireworks use over Fourth of July holiday
Council Member Randy McCaulley said he felt this year went a lot better in terms of the amount of fireworks being shot off around the Fourth of July holiday.
“In our neighborhood, it was practically perfect. We had some very minor firecrackers the day before, but hardly anything. It was just practically perfect,” Council Member Chuck Schott agreed.
McCaulley commended the Perry Police Department for stepping up to handle fireworks complaints and hand out citations.
Chief Eric Vaughn said he also felt this year was better than last year. The department handed out around eight citations and fielded 27 complaints. That number, Vaughn said, was half the number of the year before.
The Perry Volunteer Fire Department helped the police with traffic control after the fireworks show. That allowed four officers to address illegal fireworks use in Pattee Park.
“That’s one of the areas that we would like to work on again next year,” Vaughn said. “I think we need to be ahead of the game a little bit more and get some banners that hang at the entrance to the park so we don’t have that issue. They shouldn’t be in the park at all.”
3. Council sets public hearing for General Obligation Loan Agreement
The city council approved a resolution setting a public hearing for 6 p.m. on Monday, Aug. 6 in the Clarion Room in the Security Bank Building, 1102 Willis Ave. The resolution stated that the City of Perry wishes to enter into a General Obligation Loan Agreement for the garbage restructuring. The balance needed for the loan agreement is $399,032 for related equipment necessary to begin the new garbage procedure.
Finance Officer Susie Moorhead said it will be a five-year loan agreement paid with local option sales tax. The agreement includes the new trucks and containers, minus the trade-in for the trucks the City of Perry won’t be using anymore.
